50만 명이 넘는 가입자가 이용하고 있는 충남도체육회의 걷기 앱 '걷쥬'가 지난해 후반기 잦은 오류를 일으켜 민원이 폭주했는데요.

다 이유가 있었습니다.

충남도 감사 결과 유지보수 계약 기간에 공백이 생기고,토토 사이트 점검 비 타임전문 인력조차 없이 운영되는 등 관리가 전반적으로 부실했던 것으로 드러났습니다.

목표 걸음을 달성하면 포인트를 받아 현금처럼 쓸 수 있는 걷기 앱 '걷쥬'입니다.

충남도체육회가 2020년 출시해 지난해 가입자가 50만 명을 넘었습니다.

그런데 지난해 9월 돌연 먹통 사태가 빚어졌습니다.

접속이 지연되거나 걸음이 반영 안 되는 사례가 석 달 동안 속출했습니다.

이에 충남도 감사위원회가 감사에 착수해 최근 결과를 공개했는데 전반적인 운영 부실이 드러났습니다.

체육회가 기능을 개선한 시즌2 앱 개발과 운영을 위해 새 업체를 선정하는 과정에서 기존 앱에 대한 유지보수 책임을 명확히 하지 않아 관리 공백이 발생한 겁니다.

먹통 사태로 앱 광고 계약을 맺은 한 은행에 천만 원의 손해배상금을 지급한 사실도 확인됐습니다.

앱을 관리하는 IT 전문 인력조차 배치되지 않았습니다.

[전익현/충남도의원 : "전문 인력이 단 한 명도 체육회에 없다 보니까 실질적으로 관리나 운영에 있어서 문제점이 많이 노출돼 있었고요."]

이 밖에도 실적 보고서에 앱 광고 수익금을 누락하고 체육회 운영비 등으로 사용한 점과,간단한 온라인 게임 추천시즌2 앱 업체 선정 평가위원회를 구성하면서 공모를 거치지 않고 위원을 위촉한 점도 감사에서 지적됐습니다.

충남도 감사위는 감사 결과에 따라 충남도체육회와 충남도에 관련 직원 2명을 주의,1명을 훈계 처분하라고 통보했습니다.
