행안부 '지방세법 개정안' 발표
직장어린이집 취득·재산세 면제현재 3자녀 이상인 자동차 취득세 감면 대상이 내년부터 2자녀 가구로 확대된다.기업이 직영·위탁 운영하는 직장 어린이집의 취득세와 재산세도 전액 면제된다.

행정안전부는 13일 정부서울청사에서 지방세발전위원회를 열어 이런 내용의‘2024년 지방세 관계법 개정안’을 발표했다.비수도권·인구감소지역 주민과 기업에 세금 감면 인센티브를 확대하는 내용이 핵심이다.기존 3자녀 이상 가정이 받던 자동차 취득세(재산 취득 시 부과하는 지방세) 혜택 대상을 2자녀 가정까지 확대한다.현재 3자녀 이상 가구의 취득세 전액 감면은 연장 적용(6인승 이하 승용차는 140만원 한도)하고 2자녀 가정도 자동차 취득세를 50% 감면(6인승 이하 승용차는 70만원 한도)한다.

기업 직영뿐 아니라 위탁 운영 방식의 직장 어린이집도 취득세·재산세를 전액 면제한다.현재 위탁 운영 방식의 직장 어린이집은 취득세를 절반까지만 면제받는다.

이외에 전국 인구감소지역 83곳에서 주택을 취득하면 취득세 절반을 감면한다.2024~2025년 지방에서 준공된 후 미분양된 아파트를 임대주택으로 활용하면 취득세가 절반 감면된다.지역에서 기업이 직원을 고용할 때 부담하는 주민세(종업원분) 면세 기준은 월평균 급여액 300만원에서 360만원으로 상향한다.프로젝트금융투자회사(PFV)가 부실 PFV 사업장 부동산을 취득하거나 LH(한국토지주택공사)가 기업의 부채 상환용 토지를 취득할 때도 취득세를 50% 감면하도록 지원한다.
