[앵커]

아파트 경비원의 열악한 근무 여건과 부당 대우는 어제오늘의 일이 아닌데요.

이를 해결하기 위해 '경비원 갑질 방지법'부터 각종 조례까지 마련됐지만 현장에서는 여전히 초단기 계약과 해고가 끊이질 않고 있습니다.

이지은 기자입니다.

[리포트]

천2백 가구 규모의 대구의 한 아파트 단지.

최근 이곳 경비원 10여 명이 해고됐습니다.

짧게는 1년,길게는 4년 넘게 일한 사람들입니다.

하지만 3개월마다 계약을 갱신해온 초단기 계약 근로자 신분인 탓에 문제를 제기할 수도 없습니다.

[해고 경비원/음성변조 : "입주민들 매달 (관리비로) 냅니다,경비 수당이나 퇴직금에 대해서.저희는 지금 중간에 부당 해고당해버리면 그 혜택을 못 받잖아요."]

항상 고용 불안에 시달리다 보니,부당한 지시나 괴롭힘이 있어도 참을 수밖에 없었다고 말합니다.

[해고 경비원/음성변조 : "우리가 할 일 아닌데도 불구하고 시키니까,keka 롤러더군다나 우리가 약자니까 했어요.(아파트 관리소장이) 손가락질하면서 '급이 다르잖아요.여기하고 나하고는.' 이러더라고요."]

업무 외 부당한 지시를 금지한 이른바 '경비원 갑질 방지법'이 2년여 전 시행됐고,자치단체에도 경비원 인권 조례가 있습니다.

하지만 갑질 방지법은 300가구 이하 아파트는 적용되지 않고,무엇보다 3개월 초단기 계약이라는 불안한 신분 탓에 갑질과 괴롭힘에도 쉬쉬하는 경우가 많습니다.

[정은정/대구 공동주택노동자협의회 활동가 : "현장 조사를 해보면 (경비원) 50~60% 이상이 3개월 단기 근로계약으로.근본적으로는 기간제 근로자 보호법을 개정해야 합니다.기간제로 계약할 수 있는 것은 사용 사유를 제한해서 엄격하게."]

고용방식과 경비 노동자 관련 제도를 바로잡아 경비원들의 처우를 개선해야 한다는 목소리가 높습니다.
