사거리 500~5500㎞ 범위의 지상 핵 및 재래식 미사일을 금지하는 중거리 핵전력 조약(INF)은 소련의 마지막 최고지도자였던 미하일 고르바초프 공산당 서기장과 로널드 레이건 미국 대통령이 1987년에 서명하면서 군축의 랜드마크로 여겨졌다.

미국은 러시아의 위반을 이유로 2019년 조약을 탈퇴했다.

푸틴 대통령은 이날 러시아 국가안보회의에서 "오늘 우리는 중·단거리 미사일 배치에 대한 일방적인 유예와 관련한 러시아의 추가 조치에 대해 논의할 것"이라고 말했다.

그는 "우리는 이러한 공격 시스템의 생산을 시작한 다음 실제 상황에 따라 안전을 보장하기 위해 필요하다면 어디에 배치할지 결정을 내려야 한다"고 했다.

푸틴 대통령은 러시아가 2019년 조약 폐기 이후 그러한 미사일을 생산하지 않았지만 "오늘날 미국은 이러한 미사일 시스템을 생산할 뿐만 아니라 훈련을 위해 이미 유럽으로,노르웨이 대 페로 제도덴마크로 가져간 것으로 알려져 있다.얼마 전에는 그것들이 필리핀에 있다고 발표됐다"고 푸틴은 언급했다.

INF의 종료는 미국과 러시아 관계 악화의 이정표였다.

워싱턴과 모스크바 사이에 마지막 남은 군비통제 협정은 신전략무기감축조약으로,노르웨이 대 페로 제도각 국가는 배치된 핵탄두를 1550개 이하,노르웨이 대 페로 제도미사일과 폭격기 배치를 700개 이하로 제한하도록 했다.이 협약은 2026년에 만료될 예정이며,노르웨이 대 페로 제도후속 협정 체결에 대한 대화가 부족해 군축 옹호자들이 우려를 표하고 있다고 AP가 보도했다．
