오물 풍선과 GPS 교란 등 북한의 연이은 도발에 대응해 정부가 9·19 군사합의 전체 효력을 정지했습니다.

합의 효력은 어제 오후 3시부터 정지됐는데,야구 기아 유니폼정부는 남북 신뢰가 회복될 때까지 계속 정지할 것이라고 밝혔습니다.

북한이 감내하기 힘든 조치를 하겠다고 예고한 후 이틀 만에 열린 국무회의.

남북 간 적대 행위를 금지하는 9.19 군사합의 효력을 전부 정지하는 안건이 의결됐습니다.

[한덕수/국무총리 : "우리 법이 규정하는 절차에 따른 합법적인 것이며,야구 기아 유니폼북한의 도발에 대한 우리의 보다 충분하고 즉각적인 조치를 가능하게 해 줄 것입니다."]

한·아프리카 정상회의에 참석 중인 윤석열 대통령이 4시간 만에 이를 재가하면서,야구 기아 유니폼오후 3시부터 9.19 군사합의 전체 효력이 정지됐습니다.

정부는 남북 간 상호 신뢰가 회복될 때까지 효력 정지가 이어질 것이라고 경고했습니다.

신뢰 회복의 기준에 대해서는 "북한이 국제법과 안보리 결의에 기초한 행동을 해야 한다"고 밝혔습니다.

합의 효력이 정지됨에 따라 군사분계선 일대 군사훈련과 대북 확성기 방송 등이 가능해졌습니다.

다만 대통령실 관계자는 "실제 확성기 방송 등 추가적인 행동은 또다른 명분이 필요하다"며 당분간 북한의 반응을 지켜볼 뜻을 밝혔습니다.

지난해 11월,북한이 먼저 전면 파기를 선언한 이후,7개월 만에 우리 정부도 합의 효력을 정지하면서,2018년에 체결된 9·19 군사합의는 5년 8개월 만에 사실상 사문화됐습니다.
