공회전 제한지역에 공동주택·지하주차장도 추가…道,파워볼 당첨번호조례 개정

(수원=연합뉴스) 김경태 기자 = 7월부터 경기도 내 아파트단지나 지하주차장에서 오토바이를 포함해 자동차를 5분 이상 공회전하면 과태료 부과 대상이 된다.

경기도는 이런 내용을 담아 개정된 '경기도 자동차 공회전 제한에 관한 조례'가 7월 1일부터 시행된다고 27일 밝혔다.

종전 조례에서는 터미널,차고지,자동차극장,노상·노외주차장,대규모 점포,파워볼 당첨번호의료기관,체육시설,교육환경보호구역 등에서 이륜차를 제외한 자동차를 주차 또는 정차하고 5분 이상 공회전할 수 없었다.

올해 3월 기준 공회전 제한 지역은 3천68곳이었다.

이번 개정 조례에는 공회전 제한 대상에 오토바이와 같은 이륜자동차도 포함됐다.

또한 공회전 제한 지역을 공동주택관리법에 따른 의무관리대상 공동주택,파워볼 당첨번호지하주차장을 포함한 주차장법상 모든 주차장으로 확대했다.

공동주택관리법에 따른 의무관리대상 공동주택은 ▲ 300세대 이상 아파트 ▲ 150세대 이상이면서 승강기가 설치된 아파트 ▲ 150세대 이상이면서 중앙집중식 난방식(지역난방방식을 포함) 아파트 등이다.

이에 따라 다음 달부터 일정 규모 이상 아파트단지에서도 이륜차를 포함해 자동차가 5분 이상 공회전을 하다가 적발될 경우 5만원의 과태료가 부과된다.

다만 기온이 영상 5도 미만이거나 27도를 넘는 경우,또는 5분 미만의 공회전 등은 적발 대상에서 제외된다.

이윤성 경기도 대기환경관리과장은 "배달문화 확산으로 이륜자동차 운행이 증가하면서 소음과 분진으로 인한 주거환경 악화 문제가 발생해 공회전 제한 대상 차량과 장소를 확대했다"며 "도민 건강 증진과 대기환경 개선을 위한 조치"라고 말했다.
