또 비수도권 산단 내 산업용지 및 공장 등의 소유권을 투자자에 이전하고 다시 임차하여 사용하는 자산유동화 방식으로 투자에 필요한 자금을 조달할 수 있게 된다.연접한 공장의 여유 부지를 임차하여 제조시설이나 창고 등 부대시설을 증설하는 방식으로 산단에 투자할 수도 있다.

대표적인 예로 고려아연은 자회사인 케이잼을 통해 연접한 공장의 여유 부지를 임차하는 방식으로 2400억원 규모의 이차전지 핵심소재 생산공장 증설에 착수할 예정이다.

이들 외에도 입주기업이 합작법인에 산업용지 등을 현물출자 하는 경우 산업용지 분양 후 5년간 적용되는 처분제한을 적용받지 않게 되는 등의 제도개선 사항도 함께 시행됐다.
