근로복지공단은 쿠팡 물류배송 자회사 쿠팡로지스틱스서비스(CLS)와 위탁계약한 택배영업점 528곳,nba 커뮤니티물류센터 위탁업체 11곳을 조사해 근무자의 산재·고용보험을 신고하지 않은 영업점 90곳을 적발하고 미신고 근로자·노무제공자 4만 948명을 보험에 가입시켰다.

공단은 지난해 12월 20일부터 지난 5월 30일까지 전수조사해 누락된 보험료 47억 3700만원(산재 20억 2200만원·고용 27억 1500만원)을 부과했다.누락 근무자 수에 따라 산출된 총 2억 9600만원 과태료도 부과한다.

이번 조사는 지난해 국정감사 기간,nba 커뮤니티한 쿠팡 물류창고 위탁업체가 근무자들에게 '산재보험 포기 각서'를 받은 사실이 드러나면서 실시됐다.일용직 등 근로자를 한 명이라도 고용하고 있는 사업장은 근로자를 최초 고용한 날부터 14일 이내에 의무적으로 산재·고용보험에 가입해야 한다.

위탁업체들은 근무자들과 근로계약 대신 '개인사업자'로 계약해 노동법 적용이나 사회보험료 부담을 회피하려던 것으로 보인다.

박종길 근로복지공단 이사장은 "산재·고용보험은 근로자,nba 커뮤니티노무제공자 등에 대해 사업장의 규모·형태와 관계없이 당연히 적용돼야 한다"며 "유사 업종에 비슷한 사례가 없는지 살펴보고 재발 방지를 위해 노력하겠다"고 전했다.
