문화체육관광부는 개정된 법령이 다음 달부터 출국하는 모든 내외국인에게 적용된다고 28일 전했다.

시행 전 항공권 예매를 마치고 다음 달 출국하는 내외국인도 부담금 감경분을 환불받는다.문체부 관계자는 "징수위탁사업자인 인천국제공항,토토산악회 토토여행한국공항공사와 협의 중"이라며 "'출국납부금 부담금 온라인 환불 청구 시스템'이 구축되는 대로 진행할 방침"이라고 설명했다.

지난 3월 비상경제민생회의에서 발표한 '부담금 정비 및 관리체계 강화 방안'과 지난 4일 '관광개발진흥기금법' 시행령 개정에 따른 조치다.많은 나라에서 출국세를 부과하고 출국납부금이 관광진흥개발기금 재원인 점을 고려해 제도는 유지하기로 했다.

출국납부금은 관광수지 적자 해소와 국내 관광 기반 구축 등 관광산업 진흥을 위해 1997년 도입됐다.내용이 대대적으로 바뀌기는 이번이 처음이다.

문체부 관계자는 "연간 4700만 명이 부담금 감면 혜택을 받을 전망"이라며 "특히 면제 대상이 12세 미만으로 대폭 확대돼 초등학교 이하 자녀와 함께하는 가족여행에서 부담이 완화되리라 예상된다"고 말했다.
