서울시에 따르면 서울 내 지역주택조합 사업지 118곳 중 87곳(73%)이 지구단위계획에 이르지 못하고 조합원 모집 신고 단계에 멈춰 조합원 피해가 발생하는 일이 잦았다.

우선 시는 지역주택조합 사업지 중 적법하고 원활히 추진되는 사업장은 행정지원을 통해 신속하게 정비사업 절차를 밟을 수 있도록 돕는다.

반면 토지 매입에 어려움을 겪어 일몰기한이 지난 사업장은 자진 해산을 독려하는 등 사업 정리를 유도한다.
