관세청이 운용하는‘원스톱 원산지관리 시스템(One-stop Origin Management System·이하 OOMS)’이 발명 특허로 등록됐다.

25일 관세청에 따르면 OOMS는 ▲원산지관리시스템(FTA-PASS) ▲FTA 심사시스템 ▲원산지증명서 전자교환 시스템(Electronic Origin Data Exchange System·EODES)으로 구성돼 원산지 결정,아시안컵 챔피언십원산지증명서 신청·발급,국가 간 원산지증명서 전자교환 등 자유무역협정(FTA) 활용을 위한 원산지관리 업무를 전산으로 일괄 처리할 수 있는 시스템이다.

원산지 관리시스템은 FTA 경험과 지식이 부족한 기업도 체계적이고,손쉽게 원산지 판정과 원산지 증명서류 작성·신청 등을 할 수 있도록 돕는다.

FTA 심사시스템은 세관 및 원산지증명서 발급기관 심사 담당자가 자동으로 배부된 기업의 신청정보를 바탕으로 신속·정확하게 처리할 수 있게 지원하고,원산지증명서 전자교환 시스템은 국가 간 원산지증명서 정보가 전자적으로 교환돼 종이 원산지증명서 제출 없이 신속 통관과 물류비용 절감 등 효과를 가져온다.

관세청은 지난해부터 아프리카 국가를 대상으로 OOMS를 보급,FTA 역량 강화사업을 벌이고 있다.이 사업 내용은 지난 4일‘2024 한국-아프리카 정상회의’에서 공동선언으로 채택되기도 했다.

여기에 더해진 OOMS의 특허등록을 계기로 관세청은 아프리카 국가에 이어 동남아·중남미 국가로 OOMS 보급을 확대하고,아시안컵 챔피언십개발도상국을 대상으로 다양한 FTA 역량 강화 사업을 발굴·추진할 계획이다.

관세청 관계자는 “특허등록으로 OOMS의 독자성을 인정받게 됐다”며 “관세청은 앞으로 국제 FTA 행정의 디지털화와 비관세장벽 해소를 위해 OOMS를 세계 각국에 적극적으로 보급해 국내 기업이 무역하기 좋은 환경을 조성할 수 있도록 노력하겠다”고 말했다.
