차를 몰 땐 안전띠를 꼭 매야 하고 어기면 단속 대상이 됩니다.

하지만 안전띠 착용이 오히려 위험할 수 있는 장애인이나 임신부에게는 예외가 적용되는데요.

이런 사정을 설명하는 장애인에게 경찰이 오히려 면박을 주고 범칙금을 부과하는 일이 벌어졌습니다.

중증 뇌병변 장애가 있는 안 모 씨.

차를 몰고 출근하다 안전띠 단속에 걸렸습니다.

신체 장애 때문이라고 설명해도 소용없었습니다.

[교통 단속 경찰관/음성변조 : "안전띠 매셔야 해요.(법적으로….) 그럼 운전을 하시면 안 된다고요.(장애가,슬롯 게임 추천장애가 있어서….) 그건 이의신청하세요."]

장애인이나 임신부는 안전띠 착용에 예외가 인정됩니다.

이들에겐 안전띠를 매는 게 더 위험할 수 있기 때문입니다.

뇌병변 장애가 있는 안 씨 경우도 상체를 써 운전하기 때문에 이 안전띠로 몸을 옭아매면 되레 안전에 위협이 될 수 있습니다.

하지만 안 씨가 거듭 설명해도 경찰은 아랑곳하지 않았습니다.

[교통 단속 경찰관/음성변조 : "장애가 있어서 벨트를 못 매는 게 법적으로 허용된 건가요?선생님이 잘못했다고 하면 되는 거잖아요.(제가 처음에 말씀드렸잖아요.) 지금 저한테 따지시는 거예요?"]

결국 3만 원의 범칙금이 부과됐습니다.

[안 모 씨/뇌병변장애인/음성변조 : "단속됐을 때부터 떠날 때까지 계속 얘기했어요,제 (장애) 상황에 대해서.위축도 많이 돼서 더는 말하고 싶지 않았어요."]

10년 전에도 이런 논란이 있었지만,슬롯 게임 추천당시 국민권익위는 안전띠를 매기 곤란한 장애 상황을 고려하지 않고 단속한 건 부당하다고 지적했습니다.

경찰은 단속 직원이 관련 규정을 제대로 알지 못했던 것 같다며 이의신청 절차를 통해 범칙금을 취소하기로 했습니다.
