A 씨 등은 공흥지구 사업 준공 기한을 넘긴 지난 2016년 6월,수원 대 수원사업시행사의 신청을 받고 시한을 임의로 '2014년 11월'에서 '2016년 7월'로 늘린 혐의를 받습니다.

검찰은 시행자와 시행 기간 변경이 중대한 변경 사항인데도 이들이 경미한 것처럼 꾸며 검토 보고서를 결재받은 것으로 봤습니다.

해당 시행사는 윤석열 대통령의 처남인 김 모 씨가 실질적 소유자인 것으로 알려졌습니다.
