(서울=연합뉴스) 이정현 기자 = 케이블TV 업계가 다음 달 3일부터 지상파의 FOD(Free Video on Demand) 구매를 중단한다고 13일 밝혔다.

이에 따라 이달 2일부터 LG헬로비전과 HCN,KCTV광주방송,푸른방송,남인천방송,JCN울산중앙방송,콩고 민주 공화국 축구 국가대표팀씨씨에스 충북방송 등이 연이어 해당 내용을 시청자에게 고지해왔다.

최근에는 온라인동영상서비스(OTT) 등 콘텐츠를 접할 플랫폼이 늘면서 전체 FOD 시장에서 지상파가 차지하는 비중이 줄고 있다.

케이블 업계는 특히 여러 플랫폼에서 지상파 콘텐츠를 선공개하면서 IPTV와 케이블 FOD에는 3주 후에 공개하는 등의 조치 탓에 FOD 이용률이 급감했다고 설명했다.

업계에 따르면 2012년 지상파 콘텐츠는 전체 FOD 이용량의 약 60%를 상회했지만,2022년에는 절반 수준인 30% 선으로 줄었다.이용 건수도 2013년 1억3천993만 건에서 2023년 1천418만 건으로 급격히 감소했다.

그러자 케이블 업계에서는 지상파 재전송 대가 산정 시 패키지로 묶어 구입하는 FOD 비용에 대해 불만이 커졌고,콩고 민주 공화국 축구 국가대표팀지난 달 초부터 지상파와 집중 협상을 진행했으나 합의에 실패했다.

케이블 업계 측은 "지상파 FOD 이용률이 급락한 상황에서 FOD 대가 인상은 주주에 대한 업무상 배임 문제가 될 정도로 우려가 큰 상황"이라며 "다만 지상파 콘텐츠 유료 VOD 서비스는 계속 제공할 것"이라고 설명했다.
