온라인상 유포된 아동 성 착취물에 대해 각국의 법집행기관과 상호 삭제·차단을 요청할 수 있는 국제운영체계가 가동되기 시작한다.

경찰청 국가수사본부는 1일 '아이나래''(InaRAE·International Response Against Exploitation)를 구축해 정식 운영한다고 밝혔다.

아이나래는 한국과 다른 회원국 법집행기관 간 아동 성착취물 삭제·차단을 상호 요청할 수 있는 시스템이다.

주요 기능은 △자동 분류 △삭제 요청 △차단 요청 세 가지다.

먼저 각 회원국에서 제공한 합법·불법 사이트의 URL 목록을 등록해 데이터베이스를 구축한다.

아동 성착취물이 게시된 문제 사이트의 URL을 아이나래 입력창에 입력하면 데이터베이스를 기반으로 해당 사이트를 규제하는 국가명과 불법 사이트 여부를 즉시 표시해 준다.

아동 성착취물이 게시됐으나 사이트 자체는 합법이라고 표시되면 사이트를 규제하는 회원국을 지정해 삭제 요청을 할 수 있다.불법 사이트로 판단될 경우에는 다른 회원국 전부에 해당 사이트의 URL 차단을 요청하게 된다.

아이나래를 통해 삭제 또는 차단 요청을 받은 회원국은 자국의 절차에 따라 후속 절차를 진행한다.

삭제 요청은 아동 성 착취물이 등재됐으나 사이트 자체는 합법적인 것으로 표시될 경우 회원국에 삭제 요청을 하는 기능이다.차단 요청은 아동 성 착취물이 등재된 사이트가 불법 사이트로 분류될 경우에 활용한다.

경찰청은 각종 국제행사 및 화상회의를 통해 각국에 아동 성 착취물 근절을 위한 국제연대 필요성을 제언하고,블롬베르크 건조기삭제·차단을 위한 공동대응에 동참해 줄 것을 호소해왔다.

네팔·대만·싱가포르·인도네시아·태국·아랍에미리트 등 6개국 및 미국 아동실종학대방지센터가 동참 의사를 표명했다.경찰청은 지난달 30일까지 시범운영을 마쳤고,블롬베르크 건조기아세아나폴 실무회의에서 아이나래 안건을 발표해 모든 아세안 국가들의 참여를 요청할 계획이다.
