지난 5월 10일 임병숙 전북경찰청장은 전북대학교 축제 현장에서 전북 전주완산경찰서장과 함께 술을 마시고 가수 싸이의 공연을 즐긴 것으로 전해졌다.직원의 권유로 대학 내 주점에 자리를 잡은 임 청장은 가수 싸이가 공연을 시작하자 1∼2분가량 춤을 췄다.

축제가 열린 3일간 15만명(전북대 추산) 이상이 몰렸고,야구 퓨처스유명 가수 싸이의 공연이 예정된 10일에는 대운동장에 더 많은 인파가 몰릴 것으로 예상된 상황에서 치안 총책임자인 경찰청장이 가무를 즐긴 것이 부적절하다는 지적이 나왔다.특히 현장엔 경찰관 70여 명이 투입된 것으로 파악됐는데,야구 퓨처스일부 현장 경찰관은 임 청장의 자리를 확보하기 위해 인파 관리 업무를 보지 못한 것으로 알려졌다.'이태원 참사' 후 인파 관리에 대한 경찰의 초동 대응 요구가 높아진 때라 더욱 논란이 커졌다.

전북경찰청은 "인파 밀집이 예상되는 상황에서 부적절한 행위 등으로 불편을 끼친 점에 대해 송구스럽게 생각한다"면서도 "다만,야구 퓨처스인파 관리 지휘권은 전북 전주덕진경찰서장에게 있었고,개인 일정 차원에서 축제에 참여한 것"이고 해명했다.

임병숙 전북경찰청장은 "많은 인파가 몰린 상황이 위험해 보여 현장에 있었고,야구 퓨처스대기 시간이 길다 보니 주막에 머무르다가 춤을 추게 됐다"며 "깊이 생각을 하지 못한 점에 대해 송구스럽게 생각한다.앞으로 더욱 신중하게 행동하겠다"고 말했다.
