퇴직한 지 3년도 안 된 대학 입학사정관은 학원 등 입시상담업체의 설립 및 취업에 더해 개인과외나 교습소 운영도 할 수 없게 됩니다.

이를 어길 땐 1년 이하의 징역이나 1천만 원 이하의 벌금이 매겨질 수 있습니다.

교육부는 해당 내용을 중심으로 하는 고등교육법 및 학원의 설립·운영 및 과외교습에 관한 법률 일부 개정안을 오늘(9일) 국무회의에서 심의·의결하고 국회에 제출했다고 밝혔습니다.

현행 법령상 입학사정관은 퇴직 후 3년간 학원법상 학원을 설립하거나 취업할 수 없고 입시상담을 전문으로 하는 업체를 설립하거나 취업할 수 없었습니다.

하지만,제주도 야구같은 법령상 교습소를 설립하거나 과외교습을 하는 건 제한 대상에서 빠져 있고,제주도 야구위반 시 제재 규정도 없어 실효성이 크지 않다는 지적이 있었습니다.

따라서 교육부는 고등교육법을 개정해 퇴직 후 3년 이내의 입학사정관이 교습소 설립이나 과외교습을 하지 못하도록 막았습니다.

법 위반 시 1년 이하의 징역 또는 1천만 원 이하의 벌금을 부과하는 내용의 규정도 신설해 실효성을 확보할 방침입니다.

학원법상 결격사유엔 이러한 고등교육법 위반 경력을 포함하고 퇴직한 입학사정관이 교습소 설립 및 운영,제주도 야구개인과외교습을 신고하면 그 효력이 상실되도록 보완했습니다.

또,제주도 야구퇴직 후 3년이 지나지 않은 입학사정관을 강사 또는 학원법인 임원으로 취업시킨 학원에 대해선 교육감이 1년 이내 교습정지 또는 학원의 등록말소 처분을 할 수 있는 근거도 마련했습니다.

이주호 사회부총리 겸 교육부 장관은 "입학사정관의 직업윤리를 확보해 대입 공정성에 대한 사회적 신뢰를 높일 수 있도록 하겠다"고 밝혔습니다.
