공제 한도를 늘리는 방안 말고 상속세를 덜 내게 하는 다른 방법은 아예 상속세율을 낮추는 겁니다.

우리나라 상속세 최고세율은 50%로 경제협력개발기구 최고 수준입니다.

앞서 성태윤 대통령실 정책실장이 세율 인하가 필요하다고 말하기도 했죠.

세율을 내릴 경우 세 부담은 얼마나 줄어드는지도 따져봤습니다.

정부는 2008년에 한 차례 상속세 최고세율 인하를 추진했습니다.

당시 정부가 제시했던 세율,엘지트윈스 모자최고세율은 33%고 15억에서 30억 구간은 24% 그 아래는 15%였습니다.

국회 문턱을 넘지 못해 실현되지는 못했습니다.

만약 이 정도로 세율이 내려가면 배우자가 있고 자녀는 두 명,상속재산이 20억 원인 경우 세액이 1억 3천만 원에서 5천만 원 수준으로 62% 줄게 됩니다.

상속재산이 40억이면 55%,엘지트윈스 모자100억이면 세액이 27억 9천 만 원에서 17억 원 수준으로 39% 감소한다는 결과가 나왔습니다.

비율로 보면 상속재산이 적을수록 효과가 큰 것 같지만 공제한도 확대와 분명한 차이가 있습니다.

100억 원 이상의 고액 자산가에게도 혜택이 크다는 점입니다.

공제 한도를 늘릴 경우 고액 자산가의 세액 감소 효과가 한 자릿수에 그쳤지만,엘지트윈스 모자최고세율을 내려보니 이들이 40%가량 상속세를 절감하는 것으로 나타났습니다.

상속세 개편 논의가 나올 때마다 항상 부딪히는 '부자 감세' 비판이 세율 인하 시 더 강하게 나올 수 있다는 얘깁니다.

정부는 다음 달 중에 상속세 개편에 대한 결론이 담긴 세법개정안을 발표합니다.

앞서 당정은 공제 한도 상향에 대해서는 개편 가능성을 내비쳤고 세율 조정 문제는 논의가 더 필요하다고 했습니다.
