지난해 잼버리 파행 이후 새만금 국제공항 예산이 대폭 삭감되면서 차일피일 착공이 미뤄졌습니다.

그런데 정부가 새만금 공항 건설의 적정성에 아무런 문제가 없다고 판단해 다시 청신호가 켜졌습니다.

지난해 8월 새만금 세계잼버리 파행 이후,4월27일 kbo관중수정부는 새만금 기반시설 예산을 대폭 삭감했습니다.

특히 국책 사업으로 지난 2019년 정부의 예비타당성 조사까지 면제받은 국제공항은 부처 요구액의 89%가 깎였습니다.

우여곡절 끝에 지난해 말 국회에서 예산 일부를 복원했지만,4월27일 kbo관중수국토교통부가 다시 적정성 검토에 나서며 착공이 미뤄졌습니다.

장장 여덟 달에 걸친 적정성 검토 용역 결과는 '문제없음'.

한국교통연구원 등이 작성한 보고서를 보면,새만금 공항 건설의 필요성과 법적 근거 등 모든 지표가 적정하다는 판단이 내려졌습니다.

[최정일/전북도 도로공항철도과장 : "국토부와 국책연구원의 추진 절차,4월27일 kbo관중수방법 적정성 확인으로 새만금 국제공항 건설 사업의 추진 당위성을 확보하였다라는 것에 의미가 있습니다."]

이에 따라 올해 말까지 실시설계를 마치고 내년에 첫삽을 뜨게 되면 5년 뒤 개항이 현실화할 전망입니다.

하지만 활주로가 있는 이른바 '에어사이드' 끝자락이 농생명 용지에 걸쳐 있어 해당 토지 이용 계획에 보완이 필요합니다.

또 공항 화물터미널이 들어설 '랜드사이드' 실시 설계에 새만금 산업단지 물동량을 분석해 포함하는 것도 관건입니다.

새만금 공항이 기사회생했지만,시민사회가 주장하는 환경 훼손 우려를 어떻게 불식할지도 여전한 과제입니다.
