이번 조치로 EU 27개국은 오는 10월쯤 정식 투표를 거쳐 11월부터 5년간의 확정 관세로 전환할지 의결할 예정입니다.

이날 권고 투표는 확정관세 전환 여부를 가늠할 '미리보기' 격인 셈입니다.

로이터는 정부 소식통을 인용해 이탈리아는 EU 조치에 찬성한다는 입장을 표명했다고 전했습니다.스페인도 찬성표를 던질 예정인 것으로 알려졌습니다.

반면 독일과 스웨덴은 기권 입장을 표할 예정입니다.EU 이사회 투표에서 기권은 사실상 반대 입장으로 간주됩니다.

폴란드와 그리스를 비롯해 아직 입장을 결정하지 못한 회원국도 있는 것으로 알려졌습니다.

확정 관세로 전환되려면 10월 정식 투표에서 EU 전체 인구 65% 이상을 대표하는 15개 이상 회원국이 찬성해야 합니다.

확정관세 전환을 저지하는 데도 같은 요건이 적용됩니다.

약 10년 전 EU 집행위는 중국산 태양광 패널에 대해 잠정 관세를 임시로 부과했으나 주요 회원국들 반대로 5년간의 확정관세 전환으로 이어지진 않았습니다.

이후 EU 태양광 제조업이 결과적으로 붕괴했다고 로이터는 짚었습니다.
