(고양=연합뉴스) 황대일 기자 = 경기 고양시 아파트 단지의 재건축 규제를 대폭 완화해 가장 먼저 정비할 노후계획도시 선도지구 선정 작업이 본궤도에 오르게 됐다.

시는 수도권 주택난 해소를 위해 1990년대에 조성된 일산신도시의 재건축 선도지구를 선정하기 위한 공모 사업을 25일 시작한다고 밝혔다.

최대 수혜 대상은 국토부에서 제시한 기준물량 6천 호에 지자체별로 추가할 수 있는 3천 호를 더한 9천 호가 될 것으로 예상된다.

시는 국토부의 선도지구 선정기준과 동의서 양식 등 표준지침을 토대로 공모지침을 최근 확정했으며 공모 접수는 오는 9월 23~27일 닷새간 이뤄진다.

선도지구는 주민동의율,정주 환경 개선의 시급성(세대당 주차대수),도시기능 활성화 필요성,정비사업 파급효과(통합정비 참여 주택단지·세대 수)를 기준으로 평가한 다음 국토부 협의를 거쳐 선정된다.

국토부는 지난달 주민동의 여부(60점),정주 환경 개선 시급성(10점),미국프로야구순위도시기능 활성화 필요성(10점),미국프로야구순위단지 규모(20점) 등을 선도지구 평가 기준으로 제시했다.

지자체는 국토부 평가 방식을 준용하되 일부 배점과 도시계획 등 정성적 평가 부문에서 차이를 두는 식의 새로운 평가 기준을 마련했다.

시는 공고문에 명시한 세부 평가 기준을 적용해 고득점순으로 선정할 방침이지만,특정 주택 유형(연립,아파트,주상복합)의 쏠림 현상은 막을 것으로 전망된다.

이동환 시장은 "일산신도시는 조성된 지 30년이 넘어 노후화가 심각하다"면서 "선도지구가 주민 맞춤형 재건축을 통해 쾌적한 주거환경으로 재탄생할 수 있도록 최대한 지원하겠다"고 밝혔다.
