지난해 종합부동산세의 약 70%인 2조9천억원 가량은 납부자 상위 1%가 부담한 것으로 드러났습니다.

오늘(9일) 국회 행정안전위원회 소속 더불어민주당 양부남 의원이 국세청에서 받은 종부세 천분위 자료에 따르면 지난해 개인과 법인을 포함해 납부자 상위 1%에 해당하는 4천951명은 종부세로 총 2조8천824억원을 냈습니다.

이는 전체 종부세 결정세액 4조1천951억원의 68.7%에 해당합니다.

상위 1%가 평균적으로 낸 세금은 납부 인원당 5억8천만원이었습니다.

이들이 보유한 부동산은 공시가격 기준 총 413조5천272억원으로 납부 인원당 평균 835억2천만원가량의 부동산을 보유한 셈입니다.

상위 0.1%인 495명으로 좁히면 이들은 평균 36억5천만원을 세금으로 납부했습니다.총납부 규모는 1조8천58억원으로 전체 종부세 결정세액의 43.0%를 차지했습니다.

반면,과천 경마장 벚꽃납부 세액 하위 20%인 9만9천38명이 낸 종부세 규모는 총 75억원이었다.전체 결정세액의 0.2%에 불과한 규모로 납부 인원당 평균 8만원가량을 냈습니다.

양 의원은 "종부세 폐지 또는 완화는 가뜩이나 어려운 지방 재정에 직격탄이 될 것"이라며 "종부세와 관련해 신중한 접근과 면밀한 검토가 필요하며 지방 재정 확충 대책부터 먼저 논의돼야 한다"고 설명했습니다.
