(무안=연합뉴스) 장아름 기자 = 전남 국회의원들이 11일 전남 특별자치도 설치 등에 관한 특별법을 공동 발의했다.

더불어민주당 문금주 의원(고흥·보성·장흥·강진)이 대표 발의한 이번 법안은 22대 전남 의원들이 모두 참여한 공동 1호 법안이다.

이 법안은 에너지·관광·농어업·첨단산업 등 전남이 비교우위를 가진 분야를 기반으로 실질적 자치권과 독자적인 지역 발전 정책 추진을 보장받도록 하고 있다.

저출생 대응 관련 사회보장제도 신설·도내 체류 외국인 비자 발급권·해상풍력 등 재생에너지 발전사업 허가·대규모 투자 유치를 위한 투자진흥지구 지정·개발제한구역 지정과 해제 등 권한 이양·무안공항과 광양항 국제 물류 특구 조성 등 126개 특례조항을 담았다.

전남 의원들은 맞춤형 권한 특례와 규제 완화를 통해 지방 소멸 위기를 극복하고 새로운 성장동력을 창출하겠다고 뜻을 모았다.

전남은 지난 4월 말 기준 고령화 비율 전국 1위(26.5)이자 전국 최다 인구감소지역으로 꼽히며 소멸 위기를 겪고 있다.

문 의원은 "특별자치도를 설치해 지역 맞춤형 정책과 '사람-산업-공간'을 연계한 인구 활성화 정책을 펼치고 지역 균형발전 시대를 열겠다"고 말했다.
