접경지역인 양구와 화천이 댐 때문에 시끄럽습니다.

양구 수입천 댐 건설 반대 움직임이 커지고 있는 가운데,바로 옆 동네인 화천군도 파로호 물 공급 문제가 화두입니다.

화천군민들이 오늘(13일) 정부를 규탄하는 집회를 열었습니다.

박성은 기자의 보도입니다.

평소 적막했던 파로호 선착장 주변.

빨간 머리띠를 두른 사람들로 가득합니다.

푯말과 현수막을 든 채,바카라 오토배팅정부를 비판합니다.

화천댐으로 만들어진 파로호 물을 경기도 용인의 반도체산업단지에 쓰겠다는 정부 방침에 반대한다는 내용입니다.

주민들이 격앙된 가장 큰 이유는 용수 사용 발표 과정에서 정부가 주민들과 전혀 소통하지 않은 점입니다.

[이선국/화천군 화천읍 : "상대방에 대한 존중,바카라 오토배팅이런 것 없이 일방적인 '너희들은 우리가 하면 해라'라는 그것밖에 되지 않잖습니까."]

화천댐이 지어진 건 광복 전인 1944년.

화천군은 80년 동안 수몰과 이로 인한 교통 불편 등으로 3조 2천억 원이 넘는 피해를 떠안았다고 보고 있습니다.

이런 상황에서 또다시 주민들의 희생을 요구하는 것은 받아들일 수 없다는 겁니다.

물을 갖다쓰려면 금전적 보상이든 반도체 관련 산업단지 조성이든 대가가 필요하다고 주장합니다.

[최문순/화천군수 : "화천지역에 반도체 산업 유치해라.설정하라.만약에 그것 못 하겠으면 수몰된 600만 평에서 피해되는 피해 금액 보상하고 물 가져가라."]

환경부는 화천댐 운영 방식에 대해 협의체를 만들어 소통하겠다는 입장입니다.

화천군민들은 보상 등 해법 제시가 먼저라고 맞서고 있습니다.

화천주민들은 정부가 납득할 만한 대답을 내놓지 못할 경우,바카라 오토배팅원정 집회 등 강경 대응을 이어가겠다는 계획입니다.
