과학기술정보통신부가 불법 스팸 문자를 막기 위해 문자 재판매 사업자의 등록 요건을 자본금 5000만 원에서 3억 원 수준으로 상향하겠다고 8일 밝혔다.문자 발송 시장의 진입장벽이 낮아 자격 미달 사업자가 수익만을 목적으로 불법 스팸 문자를 대량 유통하고 있다고 판단했기 때문이다.

방송통신위원회는 이달 말까지 문자 재판매 사업자에 대해 긴급 조사를 벌여 과태료 부과·수사 의뢰 및 대책 마련에 나설 예정이다.과기정통부는 문자 재판매 사업자에 대한 현장 조사와 시정명령 등을 통해 사업 운영에 대한 관리·감독을 강화할 방침이다.해킹을 통한 문자 발송을 막기 위해 이들 사업자의 정보보호 요건을 강화하는 방안도 검토 중이다.

정부는 또 보이스피싱 범죄의 주요 수단인 대포폰 대량 개통을 차단할 목적으로 동일 명의 다회선 가입 제한 기간을 현재 30일에서 180일로 연장한다.이를 통해 개통할 수 있는 휴대전화 회선 수는 연간 36회선에서 6회선으로 줄어든다.보이스피싱·스미싱 등 범죄 의심 전화나 문자를 수신했을 때 '스팸 신고' 외에도 '피싱 신고'를 할 수 있도록 간편 신고 버튼을 늘리기로 했다.
