서울시 도계위 "더 세심한 논의 필요…다음 위원회서 재논의"

(서울=연합뉴스) 김기훈 기자 = 서울 송파구 잠실동,스마트폰 포커강남구 삼성·청담·대치동 일대 14.4㎢의 토지거래허가구역 연장이 일단 보류됐다.

서울시는 5일 제8차 도시계획위원회를 열고 '국제교류 복합지구 및 인근지역 토지거래허가구역 재지정 상정안'을 보류하기로 했다고 5일 밝혔다.

시 관계자는 "최근 서울 아파트 가격 회복 및 거래량 증가추세와 토지거래허가구역과 전세시장의 연관성,스마트폰 포커일반아파트와 재건축 단지의 가격 상승 요인 등에 대한 더 세심한 논의가 필요하다"며 "안건을 보류하고 다음 위원회에서 재논의하기로 결정했다"고 설명했다.

토지거래허가구역은 일정 규모 이상의 주택·상가·토지 등을 거래할 때 관할 구청장의 허가를 받아야 하고 직접 거주 또는 운영 목적이 아니면 매수할 수 없도록 설정한 구역이다.

토지거래허가구역으로 지정되면 임대를 놓거나 전세를 끼고 집을 매수하는 일명 '갭투자'가 불가능하다.

삼성·청담·대치·잠실동은 국제교류복합지구 관련 대규모 개발과 영동대로 복합개발사업 추진에 따라 가격 안정이 필요하다는 이유로 2020년 6월 토지거래허가구역으로 묶였다.이후 기한이 세 차례 연장돼 이달 22일 만료 예정이었다.

국제교류복합지구는 코엑스에서 현대차GBC(옛 한전부지)를 거쳐 잠실종합운동장으로 이어지는 166만㎡에 4가지 핵심산업시설(국제업무,스마트폰 포커스포츠,스마트폰 포커엔터테인먼트,스마트폰 포커전시·컨벤션)과 수변공간을 연계한 마이스(MICE) 거점을 조성하는 사업이다.

앞서 시는 4월 강남구 압구정·영등포구 여의도·양천구 목동·성동구 성수동 등 이른바 '압·여·목·성'으로 불리는 4개 지역에 대해 토지거래허가구역을 1년 연장한 바 있다.
