경제협력개발기구(OECD)의‘2023년 상품시장규제지수(PMR)’순위에서 한국이 38개 회원국 가운데 20위를 차지했다.직전 발표된 2018년보다 13계단이나 상승한 것으로 역대 최고 기록이다.

OECD는 10일 이 같은 내용의 PMR 순위를 발표했다.PMR은 상품시장에 대한 규제를 나라별로 비교할 수 있게 고안된 지표로 규제 강도가 높을수록 순위가 하락한다.기획재정부는 “한국의 상품시장 규제 수준이 OECD 평균 수준에 근접했다”고 설명했다.

항목별로 보면 경쟁 영향 평가(1위),도박 태국어이해관계자 참여(3위),도박 태국어청탁 규제 선진성(8위) 등에서 높은 평가를 받았다.행정 규제 부담은 자격·허가(28위) 제도에서 강한 규제가 있다고 평가됐지만 규제 소통·간소화 절차(1위),도박 태국어기업 행정 부담(5위),도박 태국어자영업 행정 부담(10위)이 양호한 평가를 받아 순위 상승을 이끌었다.정부 소유에 의한 왜곡 부문도 공기업 범위(11위) 및 공기업 지배구조(19위)가 양호한 수준이었다.

반면 기업 활동 개입(36위)과 무역·투자 장벽(36위) 부문은 규제가 강한 것으로 나왔다.해당 부문의 세부 평가 항목에서는 비관세 무역 장벽(1위)을 제외하면 △소매가격 통제(36위) △네트워크 분야 정부 개입(37위) △공공조달 접근성(30위) △관세 장벽(37위) △외국인직접투자(FDI) 장벽(30위) 등의 규제가 센 것으로 나타났다.기재부 관계자는 “농업 분야 실효 관세율이 높고 공공성이 강한 전기통신 부문의 정부 개입 영향 등이 평가에 반영된 것으로 파악했다”고 전했다.서비스·네트워크 분야 진입 장벽(24위)은 OECD 중위 수준을 기록했다.기재부는 “미흡한 부분과 글로벌 스탠더드에 맞지 않는 규제들을 지속적으로 개선하겠다”고 강조했다.
