대한민국의 균형발전을 위해서는 수도권 이격거리에 따라 지방교부세 와 각종 특구의 인센티브를 차등화해야한다는 주장이 제기됐다.

이같은 사실은 박완수 경남도지사가 8일 '제18회 영·호남 시도지사 협력회의'에 참석한 자리에서 피력했다.

박 지사는 "1960년도 영호남의 인구는 대한민국 인구의 절반 이상인 56%였다"며 "현재는 34%로 추락했다.따라서 영호남의 최우선 과제는‘수도권에 대응해서 어떻게 발전하고 도약할 것인가 이것이 더 큰 과제로 되어 있는 것 같다"고 말했다.

박 지사는 "현재 일극체제가 심화되다보니 충청권까지는 효과를 누리고 있다"면서 "영호남은 수도권과 물리적 거리가 멀다.대한민국의 균형발전을 위해서는 수도권 이격거리에 따라 지방교부세와 각종 특구의 인센티브를 차등화해야한다"고 밝혔다.

그러면서 "영호남이 발전할 수 있도록 우리가 함께 노력해야 되야 한다"고 의미를 부여했다.

박 지사는 "'벚꽃이 피는 순서에 따라서 대학이 문을 닫는다' 하는 이야기가 있다"고 하면서 "대한민국이 너무 수도체제가 심하다 보니까 수도권의 발전의 효과가 충청권까지는 미친다.하지만 영호남은 그 영향을 아직도 못 받고 있다"고 지적했다.

'영호남 시·도지사 협력회의' 차기 의장으로 선출된 박완수 지사는 "앞으로 영호남 시·도지사 회의에 국무총리나 각 부처 장관들이 참석해 함께 균형발전을 모색할 수 있는 자리를 마련하겠다"며 "영호남의 목소리가 중앙정부에 닿을 수 있도록 적극적으로 노력하겠다"고 강조했다.
