▲ 온실가스 배출원으로 꼽히는 목축

세계적인 낙농 국가인 덴마크가 세계에서 처음으로 농업 분야에 '탄소세'를 도입하기로 했습니다.

블룸버그통신에 따르면 덴마크 정부는 24일(현지시간) 2030년부터 농가에서 배출되는 이산화탄소 1t당 300크로네(약 6만 원)의 세금을 부과할 것이라고 발표했습니다.

이어 5년 뒤인 2035년부턴 부과 세금을 t당 750크로네(약 15만 원)로 인상할 예정이지만,로또 동대문구이에 맞춰 농가에 대한 세금 공제 혜택도 확대하기로 했습니다.

이에 따라 덴마크가 농업 분야에 탄소세를 부과하는 첫 번째 국가가 됐습니다.

애초 뉴질랜드가 이달 초 이와 유사한 법안을 상정해 덴마크가 이번 방안을 추진하는 계기가 됐습니다.

뉴질랜드는 그러나 농가가 배출하는 탄소량에 부과하는 세금 액수 책정을 2030년까지 연기했습니다.

덴마크는 이 방안 도입으로 2030년까지 이산화탄소 배출을 180만t 정도 감축할 수 있을 것으로 추산했습니다.

아울러 이번 조치에 힘입어 그때까지 전체 탄소배출의 70%를 줄이겠다는 정부의 목표도 달성할 수 있을 것으로 전망했습니다.

덴마크 정부는 이러한 세금부과 방안과는 별도로 농업 분야를 친환경 시스템으로 전환할 수 있도록 400억 크로네(약 8조 원) 상당의 보조금 지원 방안도 도입하기로 했습니다.

이번 방안 도입을 위해 지난 2월부터 농업과 식품산업을 대표하는 기구들,로또 동대문구자연보호단체,로또 동대문구정부가 참여한 가운데 협상이 진행됐습니다.

이들은 정부가 선정한 자문기관이 제시한 과세 방안 모델에 대한 평가작업도 했습니다.

돼지고기와 유제품이 주요 수출품인 덴마크의 농업은 북유럽 국가에서 온실가스 배출량이 많은 산업 분야 가운데 하나입니다.

따라서 감축 방안을 마련하지 않으면 2030년 덴마크 온실가스 배출량의 46%를 차지할 것이라고 자문그룹은 경고한 바 있습니다.
