JDS지구에 포함해 'K-콘텐츠 복합문화단지'로 공영개발

(수원=연합뉴스) 최찬흥 기자 = 경기도는 CJ라이브시티와 협약이 해제된 고양 K-컬처밸리 사업 부지를 경제자유구역으로 지정하는 방안을 추진한다고 9일 밝혔다.

도는 해당 부지를 'K-콘텐츠 복합문화단지'로 공영개발하기로 하고 이날 TF 회의를 열어 이 같은 방안을 논의했다.

현재 도와 고양시가 장항동,대화동,스포츠배팅 핸디캡송산·송포동 등 JDS 지구(26.7㎢)에 추진 중인 경제자유구역에 K-컬처밸리 부지를 포함해 개발하는 내용이다.

K-컬처밸리 부지는 JDS지구와 인접한 장항동에 있으며,면적은 32만6천400㎡다.

해당 부지가 경제자유구역에 포함되면 글로벌투자은행 등 외국투자기업과 민간 콘텐츠기업까지 유치가 수월해져 세계적인 문화 복합단지를 만들 수 있을 것으로 도는 보고 있다.

경제자유구역은 노동·경영 관련 규제 특례가 적용되고,투자 규모에 따라 지방세와 관세가 감면되는 등 여러 가지 인센티브를 받는다.

K-콘텐츠 복합문화단지 개발사업 TF는 김성중 경기도 행정1부지사가 위원장을 맡고 있으며,도시주택실·문화체육관광국 등 관련 실국장,스포츠배팅 핸디캡경기주택도시공사·경기관광공사·경기연구원 등 공공기관 관계자,스포츠배팅 핸디캡도시계획 관련 전문가 등 19명으로 구성됐다.

앞서 도는 지난달 28일 CJ라이브시티가 K-컬처밸리 조성 사업의 지체상금(공사지연배상금) 감면 등 수용하기 어려운 요구를 해 사업 연장과 관련한 합의가 불가능하게 됐다며 2016년 5월 CJ라이브시티와 맺은 협약을 해제한 뒤 해당 부지를 K-콘텐츠 복합문화단지로 개발하는 방안을 검토하고 있다.
