이에 금융위는 적합성·적정성 원칙,내가 복권에 당첨되는 꿈설명의무,내가 복권에 당첨되는 꿈불공정영업행위·부당권유행위 금지,내가 복권에 당첨되는 꿈광고규제 등과 같은 금소법에 따른 판매규제를 동일하게 적용하는 한편,내가 복권에 당첨되는 꿈금융소비자가 금융상품 관련 내용을 명확히 이해한 상태에서 계약을 체결할 수 있도록 했습니다.

동일기능-동일규제 원칙을 확립해 불합리한 규제차익의 가능성을 차단하고,내가 복권에 당첨되는 꿈소액후불결제를 이용하는 금융소비자의 권익 보호 수준을 한층 높일 수 있을 것으로 기대됩니다.

다만 소액후불결제가 원칙적으로 신용카드 발급이 어려운 금융이력부족자 등을 대상으로 함을 고려해 신용카드와 같이 자체 기준에 따라 적합성 원칙을 적용할 수 있도록 예외를 인정하기로 했습니다.

또 청약철회권 적용 대상에서 제외하고,내가 복권에 당첨되는 꿈자산총액 5조 원 미만의 소액후불결제업무 겸영 전금업자는 금융소비자 보호 내부통제 위원회 설치 등 의무대상에서 제외하는 등 신용카드 및 여신전문금융업자와 규제 수준을 맞췄습니다.

이번 개정안은 오늘부터 오는 8월 12일까지 의견을 받은 뒤 차관회의·국무회의 의결 등 절차를 거쳐 시행될 예정입니다.
