고양시의 경우 "공공주택 공급계획에 따라 국가주도 택지개발사업으로 인구가 급격히 증가해 과밀억제권역으로 묶이며 인구가 많다는 이유로 기반시설을 마련할 기회를 뺏긴 역설에 갇혀 있는 상황"이라고 설명했다.

발대식 이후 열린 토론회에서는 '과밀억제권역 국가성장발전 저해 및 수도권 과밀억제권역 공업지역 규제 개선 방안'과 '지방세법(취득세 중과 완화) 개정(안)' 등 논의가 이어졌다.

'과밀억제권역 규제완화 TF위원회'는 '수도권정비계획법'의 불합리하고 과도한 규제 개선을 위해 공동 대응하고자 구성됐다.발대식에는 해당 권역에 속한 12개 도시 자치단체장과 부단체장,지역구 의원들이 참석했다.

이동환 시장은 발대식에서 여당 자치단체 대표위원장으로 선출됐다.

한편,시는 불합리한 수도권 규제완화를 위해 중과세 완화,공업총량 완화,행위규제완화가 추진될 때까지 TF위원회와 공동 대응해 나갈 방침이다.
