안보리 회의서 "자유,무료 보너스 베팅잘못 해석하거나 왜곡해선 안 돼"

(뉴욕=연합뉴스) 이지헌 특파원 = 황준국 주유엔 한국대사는 14일(현지시간) 유엔 안전보장이사회(안보리) 회의에서 "최근 북한이 오물 풍선 살포를 북한 주민들의 표현의 자유 행사라고 주장한 것은 표현의 자유에 대한 기이하고 개탄스러운 해석"이라고 비판했다.

황 대사는 이번 달 안보리 의장국인 한국을 대표해 이날 미국 뉴욕 유엔본부에서 관용과 국제평화에 관한 안보리 결의 관련 공식회의를 주재하고 "자유는 국제법에 의해 엄격하게 정의된 한계에 의해서만 제한되고 이를 잘못 해석하거나 왜곡해서는 안 된다"며 이처럼 말했다.

황 대사는 "한국은 국제법에 따라 개인의 인권과 기본적 자유를 침해하는 모든 형태의 폭력과 차별,증오 선동을 규탄한다"며 "또한 표현의 자유를 중요한 가치로 우선시하지만 타인,무료 보너스 베팅특히 약자의 자유를 훼손하는 폭력적 극단주의와 혐오 발언은 절대 용납할 수 없다"라고 강조했다.

앞서 북한 김여정 노동당 부부장은 지난달 29일 담화에서 대남 오물 풍선이 "인민의 표현의 자유"라며 살포를 제지하는데 한계가 있으니 "대한민국 정부에 정중히 양해를 구하는 바"라고 비아냥댄 바 있다.

안보리는 지난해 6월 인종과 젠더,민족,종교 등에 기반한 불관용과 혐오 발언 등의 인권 문제가 분쟁 및 평화와 밀접한 연관이 있음을 확인하고,이에 대한 대응을 촉구하는 내용의 결의를 만장일치로 채택했다.이날 회의는 해당 결의 채택 1주년을 맞아 열렸다.
