산업은행은 반도체 생태계(소비·부품·장비·팹리스·제조 등) 전반의 설비 및 연구개발(R&D) 투자자금을 지원하는‘반도체 설비투자 지원 특별프로그램’을 출시했다고 1일 밝혔다.

최근 미국 등 글로벌 주요국이 반도체 산업 육성을 위한 보조금·정책금융 지원 등 모든 수단을 총동원하고 있는 상황에서 글로벌 시장을 선도해 왔던 국내 반도체 기업들은 실질적인 위기에 직면해 있다.

미국의 경우 반도체 법(CHIPS Act)에 따라 70조원 이상의 보조금을 지급할 계획이며,삼성전자에 대한 9조원 보조금 지급 계획 외에도 SK하이닉스 보조금도 검토 중인 상황이다.

정부도 이런 글로벌 기술 패권 경쟁에 대응하기 위해 지난달 26일 경제관계장관회의에서 18조원의 금융을 지원하는’반도체 생태계 종합지원 추진방안‘을 발표한 바 있다.

이번 반도체 설비투자 지원 특별프로그램은 해당 지원방안의 일환으로 추진된 것으로,프리미어리그 손흥민 골정부 출자 연계 프로그램이 본격 가동되기 전까지 치열한 글로벌 경쟁에 직면한 반도체 기업의 설비투자 수요에 조속히 대응하기 위해 산은 자체 재원으로 운용되는 저리 대출 프로그램이다.

지원 대상은 국내에 신규 투자하는 반도체 산업 전(全) 분야의 국내외 기업이다.대형 종합반도체 기업 외에도,프리미어리그 손흥민 골반도체 설계,패키징,테스트와 같은 개별 공정 수행 기업까지 전 영역에 대해 지원하며,프리미어리그 손흥민 골대출금리는 산은이 자체적으로 제공 가능한 최고 수준의 금리우대가 적용될 예정이다.특히 중점지원 대상인 중소·중견기업에 대해서는 상대적으로 높은 수준의 금리우대가 적용된다.

산업은행 관계자는 “산업·기술·금융에 모두 강점을 가진 정책금융기관으로서,프리미어리그 손흥민 골산은이 이니셔티브를 가지고 정부의 산업정책을 지원해야 한다는 책임감을 느끼고 있다”면서 ”전 세계적으로 신(新)산업정책 시대가 전개되고 있는 가운데,프리미어리그 손흥민 골향후 반도체 산업의 압도적인 제조역량 구축 지원 및 경쟁력 제고를 위해 최선을 다할 것”이라고 밝혔다.
