류 전 국장은 보험감독원(10기) 출신으로 금감원에서 IT감독국,카지노 시즌2시간금융정보보호단,정보화전략국에서 경험을 쌓았다.충청북도 파견 전에는 정보화전략국장을 역임했다.

공직자윤리법은 취업하려는 사람과 취업 심사 대상 기관 간 밀접한 연관성이 있고 취업 후 영향력 행사 가능성이 높은 경우 취업을 제한한다.5년간 소속 부서(2급 이상은 소속 기관) 업무와 밀접한 연관성이 있으면 3년간 취업을 제한한다.

동양생명은 류 전 국장의 취업 불승인으로 대관 공백이 길어졌다.

보험업계 한 관계자는 "재심사에서 탈락한 후보자가 인사처 심사를 통과하는 건 사실상 어렵다 보니,카지노 시즌2시간동양생명은 다시 후보자 물색에 나설 것으로 보인다"라고 말했다.
