앞으론 GA 본사에도 동일하게 적용금융감독원이 설계사가 부당 승환 계약을 체결했다면 소속 법인보험대리점(GA) 본사도 영업정지 조치를 받을 수 있다.정착지원금이 많은 GA는 현장 검사를 실시한다.

금감원 관계자는 24일 "부당 승환 관련 기관 제재를 강화해 설계사에 관한 GA의 관리 책임을 엄중히 물을 것"이라고 밝혔다.

부당 승환은 보험 리모델링 명목으로 소비자를 현혹해 이미 가입한 보험을 유사한 다른 보험으로 갈아타게 권유하는 행위를 말한다.일례로 암 보험을 든 소비자에게 보장이 강화된 상품이라며 다른 암 보험을 소개하고 갈아타게 권유하는 방식이다.

부당 승환은 이직 설계사가 주로 한다.설계사는 이직할 때 정착지원금을 받는다.정착 지원금은 일종의 이적금이다.직전 회사의 연봉(연간 총 모집 수수료)의 20%~40% 정도를 지급한다.단 매월 일정 신계약을 모집하지 못하면 모두 돌려줘야 한다.

정착 지원금은 설계사별 지원금 증가 → 신계약 목표 실적 증가 → 실적 부담 → 보험계약 승환 유도로 이어지는 고리의 핵심이다.부당 승환이 많아지면 계약 유지율이 감소하고 보험사의 건전성에도 악영향을 준다.

금감원은 GA 본사에 관한 제재를 강화해 부당 승환을 줄이겠다는 계획이다.종전에는 설계사 개인에게 과태료나 영업정지를 부과했다면,성수전략정비구역앞으로는 GA 영업 정지 등 기관 제재를 한다.정착 지원금 지급 수준이 과도하고 부당 승환 의심 계약 건수가 많은 GA는 현장 검사를 실시한다.

이 외에도 정착지원금 모범 규준을 제정해 부당 승환을 줄인다.

금감원 관계자는 "보장 강화 권유로 기존 보험을 해지하고 새 보험에 가입하면 납부 보험료보다 적은 해약 환급금을 받거나 피보험자 나이 증가로 신계약 보험료가 오를 수 있으니 소비자 유의가 필요하다"라고 밝혔다.
