야간 외출 제한 명령을 어기고 집을 나섰다가 징역 3개월을 선고 받고 구속됐던 아동 성범죄자 조두순이 19일 만기 출소했다.

경기 안산단원경찰서에 따르면 전자장치 부탁 등에 관한 법률 위반 혐의로 징역 3개월을 선고 받았던 조두순은 이날 형기를 마치고 오전 8시께 수감 중이던 수원구치소에서 출소했다.

그는 보호관찰소 관계자 차량을 이용해 오전 9시께 경기 안산시 단원구 내 주거지로 돌아갔다.

조두순은 지난해 12월 4일 오후 9시 5분께 '오후 9시 이후 야간 외출 금지' 명령을 위반하고 안산시 소재 주거지 밖으로 40분 가량 외출한 혐의로 기소됐다.

당시 그는 주거지 건물 1층 공동현관문으로부터 6∼7ｍ 거리에 위치한 방범 초소로 걸어와 근무 중이던 경찰관 2명에게 말을 걸었던 것으로 조사됐다.

그는 경찰관의 연락과 함께 관제 센터로부터의 위반 경보를 접수한 안산보호관찰소가 현장으로 보호관찰관을 보내면서 40여분 만에 귀가했다.

조두순이 출소함에 따라 잠시 운영을 중단했던 경찰 감시초소도 곧바로 업무를 재개했다.

조두순 거주지인 단원구 와동 주택가에 설치된 특별치안센터에는 안산단원경찰서 와동파출소 소속 경찰관들이 주·야간으로 2명씩 근무하면서 야간 외출 금지(21:00~06:00) 등 특별준수사항 준수 여부를 감시한다.

안산시 역시 무도 유단자 등으로 구성해 와동 일대에서 운용하던 시민안전지킴이 순찰 근무를 재개할 방침인 것으로 알려졌다.

한편 조두순은 2008년 12월 안산시 한 교회 앞에서 초등학생을 납치해 성폭행하고 중상을 입힌 혐의로 징역 12년형을 선고받고 복역한 뒤 2020년 12월 12일 출소했다.
