폐차장에서 훔친 말소된 차량 번호판을 중고차에 달아 판매한 외국인들이 검찰에 넘겨졌습니다.

이들은 폐차 번호판은 수사 기관이 조회할 수 없다는 점을 내세우면서 불법체류자들에게 차량을 팔았습니다.

신현욱 기자의 보도입니다.

[리포트]

새벽 두 시를 넘긴 시각,슬롯 나라 usb폐차장에 나타난 두 남성.

차량에 다가가 손전등을 켜더니 번호판을 떼어 냅니다.

[폐차장 관계자/음성변조 : "아무도 없는 걸 확인하고 와서 번호판을 떼어간 거잖아요.그래서 CCTV를 32개 씩이나 달아놓은 건데…."]

외국인 일당이 번호판을 훔친 폐차장입니다.

사건 이후 지금은 이렇게 모든 번호판이 제거돼 있습니다.

이미 등록 말소된 폐차 번호판을 훔친 남성들,이번엔 한 휴게소에서 번호판을 다른 차량에 붙입니다.

중앙아시아 국가 출신 외국인 3명은 이렇게 폐차 번호판을 훔쳐 중고차에 붙여 판 혐의를 받고 있습니다.

SNS에 "수사기관 단속에 걸리지 않는 차량"이라고 광고글을 올리고 불법체류자들에게 판매했습니다.

폐차 번호판은 이미 등록 말소돼 차량 조회가 안 된다는 점을 악용했습니다.

이렇게 차량 23대를 대당 최고 900만 원에 팔았습니다.

경찰은 자동차관리법에 폐차 처분 기한이 명시돼 있지 않아 범행이 가능했던 것으로 보고 있습니다.

[배은철/서울경찰청 형사기동대 2팀장 : "좀 더 강행하는,슬롯 나라 usb확행할 수 있는 동기를 부여하려면 명확하게 기한을 정하는 게 좋아요.몇 주 내에,슬롯 나라 usb아니면 2개월 이내…."]

경찰은 차량을 구매한 불법체류자와 차량을 제때 폐차하지 않은 폐차장 업주 등 16명도 함께 검찰에 넘겼습니다.
