제주도 소방안전본부(본부장 고민자)는 이달 24일 조기 개장하는 해수욕장 5곳을 시작으로 8월 31일까지 도 지정 해수욕장 12곳에 119시민수상구조대를 배치한다고 밝혔다.

119시민수상구조대는 소방공무원 119팀장 35명과 의용소방대원으로 구성된 수변 안전요원 514명으로 편성했다.이들은 각 해수욕장에서 익수사고 예방,해변 순찰,수난사고 시 인명구조 등 다양한 안전관리 활동을 펼친다.

119팀장은 해수욕장마다 1명씩 배치돼 민간 안전요원과 수변 안전요원을 총괄 지휘한다.민간 안전요원은 해수욕장에서 물놀이 안전사고를 대비해 각 행정시에서 모집한 인원이다.

수변 안전요원은 해수욕장별로 하루 4명씩 2개조로 나눠 119팀장의 업무를 보조해 근무하며,크레이지 타임 룰렛해변 순찰과 각종 사고 위험요소 제거,물놀이 안전지도 등 안전사고 예방활동을 한다.

제주소방안전본부는 119팀장들에게 안전관리 근무 요령과 응급처치 교육과 함께 해수욕장별 유관기관과 합동으로 사전 적응훈련을 진행했다.또한 수변 안전요원은 해수욕장 개장시기에 맞춰 단계적으로 물놀이 안전 지도 및 응급처치 등의 교육을 받고 있다.

고민자 본부장은 “해수욕장 관리청인 각 행정시와 운영 주체인 마을회 등과 긴밀히 협력해 물놀이 안전사고 최소화에 힘쓰겠다”며 “피서객들도 안전한 물놀이를 위해 119시민수상구조대원의 안전관리에 필요한 조치에 적극 협조해달라”고 말했다.
