[앵커]

우리나라 상속세는 상속인,이를테면 자녀가 상속받은 재산에 대해 세금을 내는 게 아니라 부모가 상속한 전체에 세금을 매기고 이를 상속인들이 연대 책임으로 내게 하는 구조입니다.

이런 구조 탓에 분쟁도 자주 일어납니다.

황현규 기자가 보도합니다.

[리포트]

김 모 씨는 지난해 10월 230억 원의 자산을 남기고 숨졌습니다.

상속인은 자녀 10명,상속세는 95억 원이었습니다.

그런데 자녀 중 한 명이 신용불량자라는 데서 문제가 생겼습니다.

이 자녀가 못 내는 몫을 다른 자녀들이 나눠 내야 하는 상황.

상속받은 부동산에는 가압류까지 걸렸습니다.

[고경희/세무사 : "1명이 체납자이고 신용불량자인 모양이에요.결과적으로 공동 상속인이 책임을 지고 다 납부를 해야 되는….원수처럼 지내죠."]

그래서 상속 재산 전체에 세금을 매기고 상속인이 공동으로 책임지게 하는 현행 상속세 체계를 유산 취득세 방식으로 바꾸자는 목소리도 큽니다.

숨진 사람의 재산에 세금을 물리지 말고 상속인이 물려받은 재산에 과세하자는 개념입니다.

앞선 사례처럼 아버지가 230억 원을 남겼는데 나는 10억 원을 받았다면,내가 받은 10억 원에 대해 세율을 따져 세금을 내면 됩니다.

분쟁을 피할 수 있을 뿐 아니라,peixe세금이 매겨지는 몫인 과세표준이 줄며 세율이 내려가 감세 효과도 예상됩니다.

[고경희/세무사 : "각자가 받은 상속재산가액을 기준으로 우리가 상속세 과세 표준을 계산하고 세율을 계산하다 보니까 내가 상속받은 재산가액에 비례해서 세금을 부담하는 것을 말하는 겁니다.과세표준이 분산되니까 상속세 부담이 적어지는 것이죠."]

정부는 상속세를 유산취득세로 전환하면 어떤 효과가 나타나는지 연구 용역을 의뢰했지만 그 결과는 비공개로 부쳐뒀습니다.
