경기도가 고양 K-컬처밸리 사업과 관련해 시행업체인 CJ라이브시티와 협약을 해제했다고 오늘(1일) 밝혔습니다.

K-컬처밸리는 고양시 일산동구 장항동 부지 32만6천400㎡에 1조8천억원(2020년 6월 기준)을 투입해 K-팝 전문 아레나와 스튜디오,테마파크,오버워치 월드컵 2023 순위상업·숙박·관광시설을 조성하는 사업입니다.

도는 지난 2016년 6월 CJ라이브시티와 사업부지 매매 및 대부계약을 맺고 K-컬처밸리 사업을 추진해 왔는데,지난달 30일 사업 기간 만료를 앞두고 연장을 하지 않은 채 협약을 해제했습니다.

앞서 CJ라이브시티는 공사비 상승과 고금리에 따른 자금 조달 등의 어려움으로 지난해 4월 공사를 전면 중단했습니다.

도는 지난 1월 CJ라이브시티 사업 정상화와 관련한 국토교통부 주관 '민관합동 PF조정위원회'의 중재안에 대해 수용하지 않겠다는 실무진 의견을 국토부에 제시한 뒤 법률 자문과 감사원 컨설팅을 의뢰했습니다.

조정위는 경기도 측에 공사 지체상금(지연 배상금) 1천억원 면제와 계약 해지·해제권의 유보 등을 제시했으나,오버워치 월드컵 2023 순위고문변호사를 포함한 5곳의 법률 자문 결과 모두 조정위 안을 수용할 경우 특혜,배임의 소지가 있다는 의견을 냈습니다.

감사원에도 같은 내용에 대해 지난 3월 말 컨설팅을 의뢰했는데 협약 만료를 앞두고도 답변을 주지 않았습니다.

CJ라이브시티 관계자는 "상호 간 사업 협약 변경 합의에 이르지 못하고 사업 협약 해제 통보를 받게 됨으로써 사업 협약에 따라 당사 사업은 종료된다"며 "제도적·행정적 지원이 뒷받침되지 못한 현 상황에 대해 매우 아쉽고 안타깝게 생각한다"고 말했습니다.
