[앵커]

악성 민원에 시달리던 공무원이 스스로 목숨을 끊는 일까지 일어나면서 '악성 민원' 사회적 문제로 떠올랐죠.권익위가 실태 조사를 벌였는데 두 달간 파악된 악성 민원인만 2천700명이 넘는 것으로 나타났습니다.

김태영 기자가 보도합니다.

지난해 1월 국가보훈부의 한 산하기관 민원실입니다.

한 남성이 들어오더니 업무 중이던 공무원에게 다가가 지팡이를 휘두릅니다.

6.25 전몰 군경 자녀 수당을 다른 형제자매들과 나눠 받게 되자 이에 불만을 품은 '악성 민원인'입니다.

이 남성은 담당 공무원에게 침을 뱉거나 달려들어 할퀴는 등 12차례나 폭행했고 결국 공무집행방해 혐의로 재판에 넘겨졌습니다.

국민권익위원회가 지난 3월부터 전국 중앙행정기관과 지방자치단체 등 309곳을 대상으로 악성 민원 실태를 전수 조사했습니다.

그 결과 두 달새 전국에서 파악된 '악성 민원인'이 2천 784명에 달한다고 밝혔습니다.

담당 공무원의 개인 전화로 수백 통의 문자메시지를 보내는 등 상습적이고 반복적으로 괴롭히는 유형이 48%로 가장 많았습니다.

직접적으로 폭언을 하거나 폭행을 가한 민원인도 40%로 뒤를 이었습니다.

담당 공무원의 실명을 인터넷 커뮤니티 등에 공개한 뒤 항의 전화를 유도하는 '좌표 찍기'로 피해를 입은 사례도 적지 않았습니다.

일부 공무원들은 '신체 마비' 증세까지 보일 정도로 시달렸습니다.

[악성 민원 피해 공무원 : 저한테 욕설과 폭언을 계속하시면서 이제 다가올 때마다 막는 정도에까지 밖에 역할을 할 수가 없었습니다.]

하지만 전체 기관의 절반 가까이는 최근 3년 내 악성 민원인 대처 교육을 단 한 차례도 실시하지 않은 것으로 조사됐습니다.
